So it appears the highest level of clearance Oswald possessed was actually a Secret clearance. For reference, the President of the United States has a TS/SCI clearance. So do National Security bureaucrats, some Congressmen, high-ranking military leaders, and some special forces. Most of Congress, the President's cabinet, military leaders, and the rest of special forces would have a Top Secret clearance.
